• Define the business workflows, users, locations, and technology decisions in scope.
• Identify the person responsible for each decision, approval, and vendor handoff.
• Confirm applicable requirements with regulators and counsel; record the source and review date.
• Set budget assumptions, dependencies, and a realistic sequence based on your own approvals and vendor lead times.

• List POS, inventory, payments, connectivity, security, and support providers already in place or under consideration.
• Compare total costs, service coverage, support hours, contract terms, renewal dates, and exit options.
• Ask vendors to demonstrate required reporting and integrations, including state tracking systems where applicable.
• Document who owns the data, who can export it, and who is responsible when an integration fails.

• Inventory devices and user accounts; assign access based on job responsibilities.
• Plan multifactor authentication, administrator access, and staff onboarding and offboarding.
• Review connectivity, network separation, and outage procedures with the responsible provider.
• Have qualified specialists confirm security-system design and retention requirements for the location.
• Agree on backup, recovery, retention, and data-handling responsibilities; test recovery where in scope.

• Write acceptance tests for sales, returns, inventory, reporting, and integrations relevant to your operation.
• Test failure scenarios with vendors and document escalation contacts and support coverage.
• Train staff on the approved workflows and identify who will maintain the instructions.
• Record unresolved issues, owners, and acceptance decisions before the rollout.
• Collect system documentation and schedule a post-rollout review with the responsible providers.
